Resolution

SolidFramework.JobHandler.exe which is responsible for converting PDF to RTF for comparison preparation is being blocked on the user's level as it is deemed to be suspicious or not permitted to run from C:\%username%\AppData\Local\SolidDocuments\SolidFramework\Bin\9_1_6341_1\W64 as most of medium to large organisations have software restriction policies to allow or deny the execution of an application, file, EXE, DLL, etc.

An exception must be put in place for SolidFramework.JobHandler.exe running from
C:\Users\%username%\AppData\Local\SolidDocuments\SolidFramework\Bin\9_1_6341_1\W64 so PDF documents can be converted into an RTF and handed over to Workshare to complete the comparison.
